Check Your Eligibility

Please prove you are human by selecting the house.

East Sussex County Council, along with district and borough councils, is working to improve home energy use. Through the Energy Company Obligation (ECO) and Local Authority Flexible Eligibility (LA Flex) schemes, you can access funding for energy-saving home improvements. If your household income is below £31,000, or if health problems worsen in cold homes, you might qualify for help. Contact an approved installer to assess your home and apply.

In 2020, nearly 10% of East Sussex households faced fuel poverty. Rising energy costs and older housing make the situation tougher. Rural areas see higher improvement costs and limited access to programs. Over 1,170 fuel vouchers, valued over £69,000, were given out in 2024, mostly in Hastings and Eastbourne. If you need assistance or advice, consider the Warm Home Check service. It offers free home assessments, tips to cut energy costs, and details about financial support for home improvements.

Understanding the Energy Company Obligation (ECO) scheme

The ECO scheme aims to reduce fuel poverty and emissions by improving home energy efficiency. This initiative not only benefits the environment but also helps residents save on energy costs.

    • Purpose: ECO focuses on lowering fuel bills and reducing carbon emissions by making homes more energy-efficient. It combats fuel poverty by providing financial support to households that need it most.
    • How it Works: Approved installers assess eligible homes to identify suitable energy-saving improvements. Applications are submitted on behalf of residents to secure funding.
    • Funding: Energy suppliers are required to fund the ECO scheme. These suppliers work with local councils, like East Sussex County Council, to ensure the grants reach eligible participants.
    • Upgrades Covered: The scheme covers various home improvements such as insulation, heating system upgrades, and, in some cases, renewable energy installations.
    • Target Audience: ECO targets low-income and vulnerable households, particularly those in hard-to-heat homes. LA Flex extends eligibility to include residents who may not meet standard requirements but still require assistance.

By understanding these elements, you can better navigate the benefits offered by the ECO scheme.

    Housing challenges in East Sussex

East Sussex County Council oversees a diverse housing landscape with unique challenges and characteristics. Understanding these can help in addressing energy efficiency and housing needs in the region.

    • Type and Age: Much of the housing consists of older buildings, with many homes dating back to the early 20th century, which often lack modern energy efficiency features.
    • Heating Fuels: A significant number of homes rely on outdated heating systems, with some still using non-renewable fuels like oil and coal.
    • Urban vs Rural Gaps: Urban areas have better access to energy efficiency programmes, while rural communities often face higher improvement costs and limited service access.
    • Poor EPC Trends: Many homes in the county have low Energy Performance Certificate (EPC) ratings, indicating inefficient energy use and higher fuel costs.
    • Off-Grid Issues: Some properties, particularly in rural areas, are not connected to the main gas grid, making it more challenging and costly to improve energy efficiency.

In tackling these challenges, East Sussex County Council aims to enhance the energy performance of homes across the region.

Energy challenges and needs in East Sussex

Energy statistics in East Sussex reveal the pressing need for more efficient homes and support for struggling residents. This data highlights the extent of energy challenges and the importance of initiatives like the ECO scheme.

    • In 2020, 24,923 households were in fuel poverty, accounting for 9.9% of all households.
    • This marked an increase from 20,445 households the previous year, showing a worsening trend.
    • By 2024, more than 1,170 fuel vouchers were distributed, totalling over £69,000, to help people at risk of losing power.
    • These vouchers were concentrated in areas like Hastings and Eastbourne, indicating greater need in these locations.
    • The rise in fuel poverty and voucher distribution underscores the growing energy needs in the region.

These statistics make it clear that action is needed to improve energy efficiency and support residents, reinforcing the value of the ECO scheme in addressing these challenges.

Understanding the importance of EPC ratings

Energy Performance Certificates (EPC) provide an essential measure of a property’s energy efficiency, helping homeowners and tenants understand their energy use and potential improvements. Here’s a brief overview of what different EPC ratings mean:

    • A–C Rating: Properties achieving an EPC rating between A and C are considered energy-efficient. These homes are well-insulated and often feature modern heating systems, leading to lower energy bills and reduced carbon footprints.
    • D Rating: With a D rating, a property falls just outside the ‘energy efficient’ category but is still eligible for funding and upgrades. These homes can benefit significantly from energy-saving measures, making them prime candidates for schemes like ECO and LA Flex.
    • E–G Rating: Homes with an EPC rating from E to G are considered poorly energy-efficient. These properties often face high energy costs and may contribute to fuel poverty. Enhancements such as insulation, double glazing, and improved heating systems are crucial in these cases.
    • Upgrade Types: The EPC rating not only highlights the current energy efficiency of a property but also points to specific areas for improvement. Upgrades such as loft and wall insulation, modern heating systems, and renewable energy installations can significantly elevate a property’s EPC rating, leading to warmer homes and reduced energy expenses.

East Sussex County Council, alongside district and borough councils, is working diligently through initiatives like the ECO and LA Flex schemes to improve EPC ratings across the county. These efforts are particularly crucial in tackling the challenges of fuel poverty, which remains a pressing issue in the region that requires continued attention and action.

Understanding fuel poverty and its impact

Fuel poverty occurs when a household cannot afford to keep their home adequately warm. This issue is prevalent in areas served by East Sussex County Council, including Eastbourne, Hastings, Lewes, Rother, and Wealden. Residents face tough choices, such as whether to heat their homes or buy food, especially during colder months.

This scenario poses significant health risks. Cold homes can worsen conditions like asthma, respiratory illnesses, and mental health issues. Vulnerable groups, including the elderly and young children, are particularly at risk. The Energy Company Obligation (ECO) scheme offers vital support by funding home improvements to increase energy efficiency, helping reduce these risks.

In districts such as Lewes and Hastings, ECO funding provides measures like insulation and updated heating systems. This support helps households lower their energy bills, making it easier to maintain a warm home without sacrificing other essentials. Addressing fuel poverty not only improves living conditions but also supports better health outcomes across these communities.

    Eligibility for energy efficiency support

Improving home energy efficiency can be crucial for households facing high energy costs. Various eligibility routes help determine who can receive support through programmes designed to reduce fuel poverty.

    • Means-Tested Benefits: Households receiving certain benefits may qualify for assistance.
    • Low Income (via LA Flex): Families earning below a specified income threshold, such as £31,000, may be eligible through Local Authority Flexible Eligibility.
    • EPC Ratings D-G: Homes with lower Energy Performance Certificate ratings signal a need for efficiency upgrades.
    • Health Issues: Residents with health conditions impacted by cold or damp living conditions can qualify.
    • Rural Homes: Properties in rural areas with higher energy costs may receive priority.
    • Tenants: Renting households struggling with inadequate heating are also considered for eligibility.

By understanding these routes, you can determine if your household qualifies for energy efficiency support. This assistance aims to create more comfortable and affordable homes for those who need it most.

      Understanding MEES rules for landlords

Understanding the process to enhance your home’s energy efficiency is crucial, especially for landlords who must comply with specific regulations. The Minimum Energy Efficiency Standard (MEES) rules are important to ensure properties are both energy-efficient and legally compliant.

      • Band E Minimum: Properties must have at least an Energy Performance Certificate (EPC) rating of E to be rented out legally.
      • How ECO Helps: The Energy Company Obligation (ECO) scheme assists landlords by funding upgrades needed to meet MEES requirements, making compliance more accessible and cost-effective.
      • Exemptions: Certain properties may be exempt from these rules, such as those where improvements are not technically feasible or too costly within a set budget.

By understanding and utilising resources like the ECO scheme, landlords can more easily meet MEES standards. This not only ensures legal compliance but also enhances the property’s energy performance and value.

Major towns and villages in East Sussex

East Sussex County Council provides comprehensive services across the entire county, ensuring that both urban and rural communities receive the support they need. This coverage extends across five districts and boroughs, each with its own unique towns and villages.

      • Eastbourne: Known for its coastal charm and vibrant community.
      • Hastings: Rich in history and home to the famous Battle of Hastings.
      • Lewes: Offers a blend of cultural heritage and beautiful landscapes.
      • Rother: Includes towns like Bexhill and Rye, each with distinct coastal and historical attractions.
      • Wealden: Covers a vast rural area with villages such as Crowborough and Uckfield.

By serving such a diverse region, East Sussex County Council ensures its policies and resources reach every corner of the county, fostering community well-being and development.

Energy funding allocation and eligibility checks

Energy efficiency funding in East Sussex operates on a limited local allocation basis. This means there is a set amount of funds available for residents, and once these resources are exhausted, no more can be given out until further allocations. Because of this, the funding often follows a first-come-first-served model, making it essential for interested households to act quickly to secure support.

To help residents determine if they qualify for available schemes, a no-obligation eligibility check is offered. This process is straightforward and ensures that you can assess your chances of receiving funding without any commitments. By completing this check early, you maximise your opportunity to benefit from energy-saving upgrades while resources last.

      Funding restrictions and process standards

Certain restrictions apply to energy efficiency funding in East Sussex. It is not available to residents of social housing or those living in Northern Ireland. For Northern Ireland residents, information and support can be found through the NI Housing Executive.

The funding process adheres to PAS 2035 compliance, which sets out standards for retrofit projects, ensuring that improvements are carried out effectively and safely. Licensed TrustMark installers manage the installations, guaranteeing high-quality workmanship and consumer protection.

Your personal data is handled securely throughout the process, safeguarding your information at every step. Eligibility for funding is confirmed during the home survey, ensuring that only qualified applicants receive support.

Now that you’ve gained an overview of the grants and eligibility criteria, let’s dive into more specific, locally-relevant insights. The following sections will explore how ECO grants are implemented across areas covered by East Sussex County Council, highlighting who benefits most and how local support services enhance access. These helpful extras will provide a deeper understanding of the impact and availability of energy-saving measures in your community.

Introduction to East Sussex County Council

East Sussex County Council is situated in South East England and plays a vital role in managing services for the county’s diverse communities. As the governing body, it supports around 850,000 residents in major settlements like Hastings, Eastbourne, and Lewes. The council’s administrative headquarters are located in Lewes, serving as the central hub for decision-making and coordination.

The council delivers a wide array of essential services aimed at enhancing the quality of life for its residents. These include managing schools and education, providing social care for adults and children, and maintaining key infrastructure like roads and public transport. Additionally, the council oversees waste management, planning and environment, trading standards, emergency response, and public health initiatives to ensure the well-being and development of the county.

How East Sussex offers energy grants support

East Sussex County Council plays a crucial role in providing access to ECO and LA Flex energy grants, ensuring residents across the county can benefit from energy-saving measures. Through local administration and flexible eligibility criteria, the council helps maximise funding opportunities for a diverse range of homes and communities.

      • Eastbourne: With its mix of coastal properties and urban housing, residents benefit from verified installers who carry out necessary upgrades, ensuring homes are more energy-efficient.
      • Hastings: Known for its historic buildings, this area is a priority for energy improvements, helping to reduce costs for residents of older properties.
      • Lewes: This district includes both rural and urban areas, where flexible eligibility under LA Flex allows more households to qualify for funding.
      • Rother: The council supports areas like Bexhill with targeted initiatives to improve energy efficiency in both traditional and modern homes.
      • Wealden: This region covers large rural areas where verified installers provide critical upgrades for homes that are often off the gas grid.

By connecting with trusted partners like Energy Saving Grants, East Sussex County Council enhances support for its residents. The council’s approach not only facilitates access to necessary funding but also ensures homes across various towns and districts are more comfortable and cost-effective to run.

Understanding LA Flex and its local benefits

Local Authority Flexible Eligibility, or LA Flex, is a component of the Energy Company Obligation scheme designed to help more households access energy-saving grants. Unlike traditional grants that typically require recipients to be on specific benefits, LA Flex allows households that don’t receive such benefits to qualify based on additional criteria. These can include factors like income level, where households with a combined income below a certain threshold may be eligible, or other considerations such as age and health conditions that could be exacerbated by living in a cold home.

East Sussex County Council sets these local criteria, tailoring the scheme to better suit the specific needs of the community. This flexibility means that more local families, especially those not covered by conventional programmes, can benefit from energy efficiency improvements. By addressing local needs, the council ensures that residents across different areas in East Sussex have the opportunity to reduce their energy bills and enjoy more comfortable living conditions.

Regional variations in energy grant activity

Energy grant activity across East Sussex varies due to the diverse range of towns and property types in the region. In Eastbourne, for example, many residents live in coastal flats and Victorian terraced houses. These property types often see high demand for loft insulation and modern electric heaters to combat the cool sea air. The availability of energy grants has led to a significant increase in these upgrades, making homes more energy-efficient and comfortable for their occupants. Eastbourne’s urban setting facilitates strong uptake as residents have easy access to approved installers.

In contrast, Wealden, with its large number of rural cottages and detached houses, sees a different pattern of grant activity. Here, residents frequently opt for renewable energy solutions, such as solar panels and air source heat pumps, to improve energy efficiency and reduce reliance on costly oil heating. Given the rural nature of the area, uptake can be slower, but the improvements are crucial for reducing energy costs in homes that might otherwise struggle with higher utility bills. These examples illustrate how local conditions and property types influence the popularity of specific energy upgrades across East Sussex.

Stay informed about changing ECO funding criteria

ECO funding is distributed in rounds, with each round having its own set of eligibility criteria. These criteria can change as the funding program develops, reflecting shifts in policy and community needs. Because of this, the availability of upgrades or the qualification requirements can differ from one funding period to the next. This evolving nature means that what qualifies in one round might not in another, impacting who can access the funding and for what types of improvements.

For residents looking to benefit from these grants, it’s important to stay informed about any changes to local policies and LA Flex guidelines. Regularly checking for updates ensures that you are prepared to take advantage of future opportunities when they arise. By keeping an eye on how the funding evolves, you can better plan for potential upgrades to your home, ensuring it remains energy-efficient and cost-effective in the long term. Remember, being informed is about preparation, not immediate application.

Enhancing home efficiency in East Sussex

Local delivery of energy grants ensures that each community within East Sussex can access the support it needs. The council’s focus on community-specific delivery means that whether you live by the coast or in the countryside, you have opportunities to make your home warmer and more efficient. With East Sussex County Council’s backing, residents benefit from accessible funding and improvements firmly rooted in their localities.
